1. How do I place an order when I don't have a Credit Card?

Answer: Send Cash, Money Order or Cashiers Check (minimum $50 order) with shipping cost included (you will need to email ahead to inquire) to:

Personal Checks EXPECT, at least a two to three week delay in your order from the time we receive your check, to allow for clearing.

2. Statement: Due to the increased demand of the rare and "One of a Kind" balloons that Balloon Lovers Corner carries, USA shipments can range for delivery between 7 to 14 days, from time of valid payment. Special order requests can take longer. Foriegn orders take longer due to the distance and customs for delivery. Your patience is appreciated.



3. Why don't you process through Pay Pal?

Answer: Pay pal is a third party processor which pockets additional money from your transaction, a very costly way to transact business for you and for BLC.

We are Bank Approved and Qualified to process VISA, Mastercard, Discover and American Express transactions, directly, and have been since 1994.

If you decide to "not" carry a traditional credit card, there are other ways to obtain a Visa Logo card. 1) Obtain a Visa Debit card linked to your checking account. 2) Obtain a pre-paid Visa Card, which carries only the amount of money that you place on deposit with the card for specific transactions.



4. Do you ship overseas?

Answer: Yes we ship all over the world. All we need is a correct mailing address and full payment. Some countries cost more than others to ship to, so each order is handled one by one. When mailing in your payment it is essential that you correspond with us ahead of payment to obtain the shipping cost for your order. All overseas and out of country packages, including Canada, are shipped via Express Mail, only, for tracking purposes.



5. Where is BLC located?

Answer: BLC is located on a private and secluded 10 acre property that borders a pristene river frontage and two state forests/mountains near the Oregon Coast.



6. How does BLC ship packages if I wish to have it shipped privately?

Answer: We ship all USA packages via Priority Mail, unless otherwise requested, along with a BLC Distributing label as the return address. This ensures that ALL packages are mailed consistently and in a private and discreet manner. Unfortunately shipments overseas must bear the contents on the import slip with the postoffice.



7. How does BLC ship packages as quickly as they do?

Answer: BLC owner(s), Debbie and John, are committed to dependable quality Customer Service. All email is viewed and answered consistently. Orders are shipped consistently within 7 to 14 days of the "paid" order. There are few times when shipments cannot leave promptly. When that occurs, clients are made fully aware of any potential delays. Communication is the key to our success and to the happiness and satisfaction of our repeat clients.



8. EXPRESS Shipping - Specifically Foreign Orders.

All foreign/overseas orders are shipped via Express, as it is the only means to track and trace shipment(s). Express for foreign orders is higher than priority US Mail shipping, and well worth the assurance the package will arrive quicky and safely and undamaged.

Domestic, USA EXPRESS from our county location is a two day arrival from the departure day. The minimum cost for EXPRESS is $30 and then varies depending on the weight of the package and its final destination.



9. Are the 3 Meter Dolls being advertised really a 4 Meter Doll?

Answer: There has NEVER been a 4 Meter doll created. BLC works closely and directly with the Gummiwerk manufacturer and has asked about this specific balloon. The larger 3 Meter Doll balloon is a "diverse" doll. Simply put . . . it is a different shape, oversized, yet still labled as a 3 Meter Doll.



10. Why are some brands more expensive than others?

Answer: Some are imported and some are manufactured within the USA. With most lines we deal strictly with the manufacturer, with the exception of those balloons which are Qualatex labeled.



11. Why do the Worker and 7x60 balloons by TBC look like they are preinflated?

Answer: Because sometimes they are! A few years ago the TBC Workers and the TBC 6x70s were ALL "preinflated" at TBC, the manufacturer. It is the way the spray design is achieved for these balloons and so they appear stretched and wrinkeled when BLC receives them. There is no way around it unless TBC decided not to put the extra latex color designs on them. They are inflated, then sprayed, let to dry and then deflated and sent to the distributors. You can not find them any other way except pre-inflated. Most recently TBC has manufactured solid color workers. These style workers are not preinflated. These balloons are currently discontinued and no longer available.



12. I need a GIGANTIC Advertising Balloon. I want to catch the attention for my business or party. What do you suggest?

Answer: Often times customers order or pick the Weather Balloons because they are the biggest rated balloon. However, weather balloons are not suitable for a printed on or advertising need. We carry the Gummiwerk Euro RK750 (clear only) and the R650 (standard colors only) . . . these are the largest latex rounds available in the world, and are used by stage performers for the "Man inside the balloon" performances, also known as "Climb-In Balloons". We also carry the smaller rounds (which are considered large by many) the R450 and R350 which work the best for advertising. We also carry a BLC Special in 40, 54, 72 and 84 inch sizes; TFTX 36; Supertex 40, 54 and 72.. All of these balloons are a much thicker latex than weather balloons and are available in a variety of colors. These balloons will best stand the elements of weather and advertising needs.



13. What if I place an order and the item(s) are not in stock or requested colors are unavailable?

Answer: If an item is "not in stock" we will "not charge" for it. If an item is in stock, we will make every attempt to supply requested color(s) or substitute with the best color choice replacement for the request. We do not guarantee that you will receive the color(s) that you request. However, we will do our best to meet color choices when we can.

When making substitutions we always replace with items of greater value. We value the relationship that we establish with each and every client and in so doing we would rather give more than less. That is also why we include samples of other well loved balloons with all orders.



14. What if I am not satisfied with my order, will you accept a return?

Answer: As long as the balloons have not been tampered with, or packages opened, we will honor a credit for future purchases after and only upon our inspection of the returned items.

Refunds/replacements are only guarenteed when your order is inspected immediately and communicated to us immediately - PREAPPROVAL and/or AUTHORIZATION to return is required in all circumstances. All items desired for potential refund or exchange must be requested for return within 24 hours of the receipt of your package. The postal tracking slip confirms the date of delivery. Refunds are LIMITED to the cost of balloons and does not include shipping.

Returns will be refunded LESS $5 or 20% (which ever is greater) as a restocking fee plus shipping charges incurred for obtaining "special order" shipments.

Special order requests incur restocking fee - 30% and shipping charges assessed to obtain said special order(s) whether or not the items have been previously received or not.



15. Sales Credit/Refund or Return Policy. Why do you state no guarantee for return or credit/refund?

Answer: Because in the early days of our business as far back as 1994, we learned through experience that we must review all defective claims. We require an honest and reasonable attempt on the part of ALL our clients to return the defective supplies for our review. Additionally we are required to return these products to the manufacturer for potential refund and the only way to do that is to receive the items in question. Refunds/replacements are only guaranteed when your order is inspected immediately and communicated to us immediately. All items desired for potential refund or exchange must be requested for return within 24 hours of the receipt of your package. The postal tracking slip confirms the date of delivery. Refunds are LIMITED to the cost of balloons and does not include shipping.



16. Why am I asked for my 3 Digit Credit Card Security Code?

Note: Please email your 3 digit credit card security code, when you order OR provide it in the COMMENTS section of your order. Why? Because our shopping cart system does not allow this security number field to work. We have disabled the field at this time.

Answer: We need the 3 digit code because all of the major credit card companies require this code. It is in relation to the high level of credit card fraud occuring in today's society.

IF you do not submit your 3 digit code immediately upon receipt of your BLC order by email, or within a reasonable (2 day) window of time, we may consider requesting your order be paid by Cashiers Check, Money Order, or by Cash.

Please "note" it is our policy to shred all orders upon completion. We will only keep records as requested by a client to do so. That is why with "every" order that the credit card information is required, because we do not retain the information.

We have been in business since 1991 and have had our own private credit card processing account with the same bank since 1994. We are able to maintain this because we are a bonafide, state registered, legitimate retail balloon business where we proudly provide the best quality product(s) and customer service.



17. When paying with Visa, Mastercard or Discover BLC cannot ship to a different address.

Merchant Services rules do not allow businesses to ship to an address other than the billing address for the credit card. The name of the Credit Card holder MUST match the name where the order will be shipped, no exceptions. BLC will, however, ship to a different address with Money Order, Cashiers Check or Cash payments.

BLC learned this the hard way a few years ago, when a large order / shipment was made and was returned as a fraudulent transaction. Because of the Visa / Mastercard (Merchant Services) rules BLC had no recourse for the transaction and suffered a large loss.

The only EXCEPTION is for REPEAT well-known customers.



18. FAILED Credit Card Transactions.

Should your credit card be declined and/or result in an expired card transaction, BLC will email you for directive to pay and mail the requested order (plus shipping) by Money Order or Cashiers Check. Money Orders can be obtained easily from your local Post Office or from your local Bank. Otherwise, BLC will cancel out your order.



19. PERSONAL CHECKS RECIVED FOR PAYMENT.

Should you decide to pay by personal check, please understand that your order will be delayed by two to three weeks upon receipt of your check. This allows time for your personal check to clear your bank, ensuring that the check will not be returned for nonpayment. We appreciate your understanding on this matter. Also, personal checks are ONLY accepted by repeat clientele.



20. CONFIRMATION EMAIL of your order.

This is an automated response by the shopping cart which confirm's your email address and provides you with a printable version of the order. If you have any specific questions, please email us directly, do not call, BLC will answer only email communication. Most orders are shipped within 7 to 10 days of the received/paid order, unless there are unusual circumstances.



21. Note: Any attempt to sell/resell BLC products, particularly Gummiwerk and S&T; products, through any internet sources will result in the discontinuation of future business with BLC.




22. *****We reserve the right to refuse service to anyone at anytime for any reason we deem appropriate*****

At BLC we go out of our way with our business to be friendly and provide a service that is unique and unlike any other. We have made this our service policy for many years ~ since 1991.

We cannot and will not cater to emails/phone calls by people who communicate by being mean, condescending, disrespectful or of obsessive/deviant behavior, which includes public posting(s) to internet forums (etc), past, present and future.

Kindness and respectful communication goes a long way. The attitude of the delivery of one's email message is everything.

We do NOT accept telephone contact. We conduct all business via the shopping cart and through email communication, only.

If you have a concern about a product or your order, please tell it to us via email and we will handle your concerns appropriately.

NOTE: When BLC exerts its right to refuse service, all credit card information is securely and safely shredded at time of receipt. BLC will not compromise its Credit Card services at any time.

Also, when BLC exerts its right to refuse service there will be no email contact for order(s) placed or emails made to BLC by people BLC has determined to fall within the above noted behavior(s), specifically related to any internet postings related to BLC!!

Again . . . we reserve the right to refuse service to anyone at anytime for any reason we deem appropriate.
