The amount that you submit for your order DOES NOT reflect SHIPPING fees and these will be added to your credit card payment as BLC processes your order.
The Pay By Cheque (Cashiers Check, Money Order, Cash) option INCLUDES also payments made for by WESTERN UNION.
Packages are generally dispatched within 14 days after receipt of payment, sometimes longer. SPECIAL ORDERS will take longer, and as such will be communicated via email to confirm estimated departure/delivery.
All USA bound packages are shipped via USPS PRIORITY with tracking, appropriate insurance and will require signature. If you prefer delivery by USPS EXPRESS, additional cost (as appropirate to your shipment weight) will be applied, so please contact us to coordinate your order TOTAL.
ALL FOREIGN ORDERS are shipped via USPS EXPRESS, no exceptions, and includes CANADA.
SHIPPING CHARGES ARE NOT "FREE" and are not calculated in your on-line order. This shopping cart mistakenly states that shipping is "free", when SHIPPING IS NOT FREE. Shipping fees will be added to your credit card payment and any issues with credit card payments will be communicated with the client on an as needed basis. Shipping is additional to any purchased supplies (appropriate to an orders' weight). The shipping fee will be reflected on the FINAL receipt that accompanies your order and be communicated via email, as appropriate.

Honored discounts will be calculated after your order is received. Only regularly priced items will receive discount(s), any Sale Items or Discounted Items will count in the total to achieve a discount, the discount will only reflect on the portion of the order that is qualified to receive discount.

Returns will only be accepted when the balloons have not been tampered with or packages opened. We will honor a CREDIT for future purchases, only after our inspection of the returned items.
Refunds/replacements are only guaranteed when the order is inspected immediately and communicated to BLC immediately. PREAPPROVAL and/or AUTHORIZATION to return is required in all circumstances. All items desired for potential refund or exchange must be requested for return within 24 hours of the receipt of your package. The postal tracking slip confirms the date of delivery. Refunds are LIMITED to the cost of the balloons and does not include shipping.
Returns will be refunded LESS $5 or 20% (which ever is greater) as a restocking fee plus shipping charges incurred for obtaining "special order" items/shipments.
Special order requests incur a restocking fee of 30% plus shipping charges assessed to obtain said special order(s) whether or not the items have been previously received or not.
